A new document is outlining the prosecution’s case against Franklin Fennell.
The former Vigo County School employee accused in a kickback scheme will go to trial on Monday. The government will argue that Fennell conspired with Frank Shahadey and an unnamed business owner called “Individual A.”
That person will testify that Fennell approached him about submitting inflated invoices for outdoor work in a kickback scheme.
The document also says “Individual A” confessed to the conspiracy and cooperated with the FBI, covertly recording conversations with Fennell and at times, Shahadey.
Those recordings will be played at Fennell’s trial.
