Who's Responsible for Clearing Sidewalks?

This forces pedestrians to walk on slick streets.
   
Who's responsible for clearing those snow-covered sidewalks?
   
In Terre Haute, that task falls on the shoulders of business owners.

"All business and commercial establishments need to keep clear their sidewalks within twelve hours and keep them clear under the code regulation," Chou-il Lee, Terre Haute City Attorney said.

This is not a code the city normally enforces.
   
However a business can be fined for not clearing its sidewalks.
