Special Judge Joe Trout of Clay County has ruled that the annexation plan for the areas north and west of the current city limits will not take place.

The city had tried to enlarge its borders in two areas, one to the south, which has been approved.

The other was the area west and north of the current city limits.

An opposition group sued the city to prevent that from happening and judge trout agrees.

NBC 2 spoke with Sullivan Mayor Clint Lamb this morning, he is currently looking at options that the city could take, including appealing the judge's ruling.

The opposition group maintained that being taken in by the city would cost them a great deal.

The city has maintained that it needs to expand in those areas for the financial future of Sullivan.
