Tuesday night, Vigo County Sheriff Greg Ewing ordered the temporary transfer of 45 inmates to the Knox County Jail.

The ACLU is suing the Vigo County Sheriff and Commissioners, saying they're in breach of a 2002 federal agreement to limit the number of prisoners and add exerise time.

Ewing says he's investigating some community corrections options, but those programs require the offender to pay their own way, and that could be a problem.
